The newly released Windows Phone 7 Series application testing tools are available for download and includes Expression Blend for Windows Phone, XNA Game Studio 4.0, Windows Phone 7 add-in for Visual Studio 2010, a standalone Visual Studio 2010 Express for Windows Phone, Emulator and many others.
Microsoft also has released Silverlight 4 release candidate as its final version is expected by the end of April 2010. The Silverlight 4 would not be the part of Windows Phone 7 Series right now whereas Silverlight 3 and some new features of it will be supported by the new Windows phone.
